Section 1. The name of this organization shall be the Garrard County Family Resource Center Advisory Council.
ARTICLE II Purpose
Section 1. To govern theGarrardcountyFamilyResourceCenterby broad policies and planning objectives formulated with the Center’s coordinator and staff, subject to the approval of the Garrard County Board of Education.
Section 2. To monitor the Center’s mission purposes, goals, policies, programs, services, strengths, and needs.
Section 3. To promote the highest quality and efficiency of education services offered by the Family Resource Center to the students of the Garrard County Elementary Schools.
Section 4. To promote a positive and strong communications system between the community and the Garrard County Family Resource Center.
Section 5. To promote an effective coordination among community agencies, organizations, and the Garrard County Family Resource Center.
Section 6. To enhance the Garrard County Family Resource Center’s public image.
ARTICLE III Membership and Voting
Section 1. Membership is open to all regardless of race, creed, age, sex, or religion.
Section 2. The Council shall consist of no more than 15 voting members.
Section 3. Voting membership of the council shall be 1/3 parents, 1/3 school staff, and 1/3 community representatives.
Section 4. The Family Resource Center Coordinator shall serve as an ex-officio member of the council.
Section 5. The parent, staff, and community participants will serve two-term terms with the possibility of being reappointed.
Section 6. Parents will be chosen from Camp Dick, Lancaster, and PaintLick Elementary Schools. An effort will be made to balance the representation of the three schools.
Section 7. A simply majority vote of the members in attendance will be required to decide an issue presented to the Council.
Section 8. Any Council member who misses three consecutive meetings without a valid reason or notice may have their membership revoked and will be replaced by vote of the Council.
ARTICLE IV Meetings
Section 1. Garrard County Family Resource Center meetings are open to all.
Section 2. The Council shall meet on a regular schedule at a time and place to be determined.
Section 3. Special meetings of the Council may be called by the Chairperson.
Section 4. Unless otherwise provided in these by-laws, the Council shall conduct its meeting in accordance with Roberts Rules of Order.
ARTICLE V Officers
Section 1. The officers of the Council shall be a Chairperson and a secretary.
Section 2. Officers will be elected from a slate presented by the nominating committee and must be members of the Council.
Section 3. The officers term of office shall be July 1-June 30.
Section 4. All officers will serve 1-year terms for no more than 2 consecutive terms.
ARTICLE VI Amending By-Laws
Section 1. These by-laws may be amended by passage of motions approving the change, followed by a notice by mail to all Council members that the change will be voted on at the next regular meeting.
Section 2. A two-thirds vote of Council members present may approve the proposed changes in by-laws.
Section 3. In case of a change the new by-laws shall be typed and distributed to all Council members.
ADDENDUM
Section 1. Rewards and Incentives will be limited to 5% of the total amount. Awards and Incentives will be taken out of the category for Student Activities. These limits will also be extended to the FRYSC Donated Funds account.
Section 2. Food will be limited to 5% of the total grant and will be taken out of the “Food” category. These limits will also be extended to the FRYSC Donated Funds account.
Section 3. Welfare and Basic Need and Emergency Services will be limited to $50 per family per fiscal year.
