Lancaster, KY — April 16, 2026
During the Garrard County Schools Board of Education meeting on Thursday, April 16, Superintendent Dr. Kevin Stull announced the creation of a new annual honor recognizing exceptional service to the district, the Brown and Browning Award of Service.

The award was established to honor individuals who demonstrate a lasting commitment to Garrard County Schools through selfless service, quiet leadership, and unwavering dedication, often behind the scenes and without recognition.
In a unique moment, the award was not only introduced, but also named after and presented to its first recipients, Mr. Joe Brown and Dr. Jerry Browning.
Brown and Browning have devoted decades of service to the district, helping guide Garrard County Schools through both challenges and milestones. Brown served 32 years on the Board of Education, while Browning is approaching 24 years of service. Both have held the role of board chair and have played a critical role in shaping the direction of the district.
Beyond their time at board meetings, both individuals have demonstrated a deep, personal investment in the success of students and staff. They have been consistent presences in schools, taking time to connect with students, support educators, and better understand the daily experiences within classrooms. Their advocacy has extended far beyond formal responsibilities, serving as mentors, supporters, and champions for students across the district.
Brown has long believed that service as a board member extends beyond official meetings, often supporting students and schools in meaningful ways, including providing resources for attendance incentives and student needs. Browning’s dedication to mentorship began even before his time on the board and continues today. Both men were also instrumental in initiating and supporting the development of the Garrard County High School project.
Quoting Winston Churchill, Dr. Stull reflected on their impact, “We make a living by what we get, but we make a life by what we give.” He noted that the lives Brown and Browning have built are rich in meaning because of their lasting service to others.
As the inaugural recipients, Brown and Browning will now play a special role in the future of the award. Along with their families, they will select future honorees each year, ensuring that the legacy of service, leadership, and commitment they represent continues to be recognized throughout the Garrard County community.
“Your service has not gone unnoticed,” Dr. Stull shared during the presentation. “It has been felt in our classrooms, in our decisions, and in the lives of countless students and families. You have given your time, your wisdom, and your hearts to this district, often without recognition. Tonight, we make sure that changes.”
The Brown and Browning Award of Service will now stand as a meaningful tribute to two individuals whose dedication has left a lasting mark on Garrard County Schools and as an inspiration for others to follow in their footsteps.
